WASHINGTON (AP) — President Donald Trump’s Draft proposal of 28 items end Russia’s Ukraine war Presented in Kiev.
The United States and Russia are cooperating on the draft, which calls for Ukraine to cede territory and avoid joining NATO, offering more favorable conditions for Russia. The Associated Press obtained a copy of the draft proposal Thursday.
To quote President Trump’s proposal verbatim:
1. Ukraine’s sovereignty is confirmed.
2. A comprehensive non-aggression pact is signed between Russia, Ukraine, and Europe. All ambiguities from the past 30 years are considered resolved.
3. Russia is not expected to invade neighboring countries and NATO will not expand further.
4. In order to ensure world security and increase opportunities for cooperation and future economic development, a dialogue will be held between Russia and NATO with the mediation of the United States to resolve all security issues and create conditions for detente.
5. Ukraine will receive reliable security.
6. The size of the Ukrainian military will be limited to 600,000 soldiers.
7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its legislation a clause that states that Ukraine will not be admitted to NATO in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets are stationed in Poland.
10. US Warranty:
— The United States will receive compensation for the guarantee.
– If Ukraine invades Russia, that guarantee will be lost.
– In addition to a decisive and coordinated military response, a Russian invasion of Ukraine would result in the reinstatement of all global sanctions and the revocation of new territorial recognition and all other benefits of the agreement.
—If Ukraine fires missiles at Moscow or St. Petersburg without reason, security will be considered ineffective.
11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while the issue is considered.
12. A strong global package of measures to rebuild Ukraine, including but not limited to:
— Creation of the Ukraine Development Fund to invest in fast-growing industries such as technology, data centers and artificial intelligence.
—The United States will work with Ukraine to jointly rebuild, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
— Joint efforts to rebuild war-affected areas, for the rehabilitation, reconstruction and modernization of cities and residential areas.
— Infrastructure development.
— Extraction of minerals and natural resources.
— The World Bank will develop a special financing package to accelerate these efforts.
13. Russia will be reintegrated into the world economy:
– Lifting of sanctions will be discussed and agreed in stages and on a case-by-case basis.
— The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth metal mining projects in the Arctic, and other mutually beneficial business opportunities.
— Russia will be invited to rejoin the G8.
14. Frozen funds will be used as follows:
— $100 billion in frozen Russian assets will be invested in U.S.-led reconstruction and investment efforts in Ukraine.
— The United States will receive 50% of the profits from this venture. Europe will add $100 billion to increase the amount of investment available for rebuilding Ukraine. European funds that had been frozen will be unfrozen. The rest of the frozen Russian funds will be invested in other US-Russian investment vehicles implementing joint projects in specific sectors. The Fund aims to strengthen relations, increase common interests and create strong incentives not to return to conflict.
15. A joint U.S.-Russia working group on security issues will be established to promote and ensure compliance with all provisions of this Agreement.
16. Russia establishes by law a policy of non-aggression towards Europe and Ukraine.
17. The United States and Russia agree to extend the validity of the Treaties on the Non-Proliferation and Control of Nuclear Weapons, including the START I Treaty.
18. Ukraine agrees to become a nuclear-free state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
19. The Zaporizhzhia nuclear power plant will operate under the supervision of the IAEA and the electricity generated will be divided equally between Russia and Ukraine on a 50:50 basis.
20. Both countries undertake to implement educational programs in schools and societies aimed at promoting intercultural understanding and tolerance and eliminating racism and prejudice.
— Ukraine plans to adopt EU rules on religious tolerance and protection of linguistic minorities.
– Both countries agree to abolish all discriminatory measures and guarantee the media and education rights of Ukraine and Russia.
— All Nazi ideology and activities must be rejected and prohibited.
21. Region:
–Crimea, Luhansk, and Donetsk will be recognized as de facto Russia, including by the United States.
— Mr. Kherson and Mr. Zaporizhia will be frozen along the contact line, which means de facto recognition along the contact line.
-Russia will renounce other agreed areas it controls outside of the five regions.
– Ukrainian forces will withdraw from the part of Donetsk Oblast they currently control, which will be considered a neutral demilitarized buffer zone and internationally recognized as territory belonging to the Russian Federation. Russian troops will not enter this demilitarized zone.
22. After agreeing on future territorial arrangements, the Russian Federation and Ukraine both undertake not to change these arrangements by force. If you violate this promise, any security guarantees will not apply.
23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and an agreement will be reached on the free transport of grain across the Black Sea.
24. A Humanitarian Commission will be established to resolve outstanding issues.
— All remaining prisoners and bodies will be exchanged on an “all for all” basis.
— All civilian detainees and hostages, including children, will be returned.
— Family reunion programs will be conducted.
— Measures will be taken to alleviate the suffering of victims of conflict.
25. Elections will be held in Ukraine in 100 days.
26. All parties involved in this conflict have received a complete amnesty for their actions during the war and agree not to make any further claims or consider any grievances.
27. This Agreement is legally binding. Its implementation will be monitored and ensured by a peace council headed by President Donald J. Trump. Sanctions will be imposed for violations.
28. Once all parties have agreed to this Memorandum of Understanding, a ceasefire will come into effect immediately after both sides have retreated to the agreed point and begun implementing the agreement.
