UN (AP) – Global peace and progress under siege will challenge the UN leaders on Tuesday to challenge world leaders, choosing a future in which the rule of law wins raw power, and the nation will unite rather than compete for self-interest.
Secretary-General Antonio Guterres said the founders of the United Nations faced the same question 80 years ago, but he told today’s world leaders at the start of their annual meeting at the General Assembly that peace or war, law or lawlessness, cooperation or choice of conflict is “more urgent, more intertwined, less tolerant.”
“We have entered an era of reckless chaos and merciless human suffering,” he said in his annual “State of the World” speech. “The pillars of peace and progress are buckled under the weight of immunity, inequality and indifference.”
But despite all the internal and external challenges facing the UN, he and General Assembly President Annalena Bearbock urged its members not to give up. “If we stop doing the right thing, evil will win,” Burbock said in her opening remarks.
Looking at the changing world broadly, Guterres said he is becoming increasingly multipolar. As for the United Nations, he told a packed parliamentary room that a 193-member world group could not help end him and alleviate the conflict that many believe is worthy of the Nobel Peace Prize.

He also did not name Israel, but used his strongest words for his actions in Gaza, saying that the scale of death and destruction was the worst in his nearly nine years as Secretary General, and that “the collective punishment of the Palestinians cannot be justified.”
Guterres, which has repeatedly stated only by courts that can determine whether Israel committed genocide in Gaza, refers to the lawsuit brought by South Africa to the UN’s Supreme Court under the Genocide Treaty, highlighting its legally binding interim measures, first to protect Palestinian civilians.
Since the International Court of Justice issued its ruling in January 2024, Guterres said the killings have intensified and hunger has been declared in parts of Gaza. He said the court’s actions must be “fully and immediately.”
